Recognizes Native Hawaiian people as the only indigenous, aboriginal people of Hawaii and establishes a new statutory framework in Chapter 10 of Hawaii Revised Statutes for Native Hawaiian recognition and self-governance.

Authorizes the Office of Hawaiian Affairs (OHA) to establish a five-member Native Hawaiian Roll Commission responsible for preparing, maintaining, and certifying a roll of qualified Native Hawaiians based on ancestry, cultural connection, and age requirements.

Commission members shall be appointed by the OHA Board of Trustees from nominations by qualified Native Hawaiians and Native Hawaiian membership organizations, with geographic representation from Hawaii County, Honolulu, Kauai, Maui, and one at-large member.

Directs the commission to publish notice of the qualified Native Hawaiian roll to facilitate qualified Native Hawaiians' participation in organizing a Native Hawaiian governing entity and convention.

Repeals Chapter 10H and Act 195 (Session Laws 2011), dissolves the existing Native Hawaiian Roll Commission upon completion of its work, and transfers all commission assets and records to OHA effective July 1, 2015.
