Appropriates funds from the works of art special fund to establish four full-time equivalent (4.0 FTE) positions at the state foundation on culture and the arts for fiscal years 2015-2016 and 2016-2017.

Addresses findings from auditor Report No. 14-11, which identified the need for improved management of the foundation's assets, including about $3 million annually in special fund revenues and nearly 6,300 pieces of artwork.

Requires that duties and responsibilities of each new position be directly related to the purpose and mission of the works of art special fund.

Directs the department of accounting and general services to expend the appropriated funds for establishment of these positions.

Takes effect on July 1, 2015.
