Removes sunset provisions from Act 58, Session Laws of Hawaii 2004, making permanent the exemptions granted to the Hawaii Tourism Authority (HTA) from Comptroller supervision requirements, consolidated financial statement publication, and business form approval requirements.

Increases the maximum allowance for HTA administrative expenses from 5 percent to 6.5 percent of tourism special fund moneys.

Maintains the $15,000 protocol fund for discretionary spending by the HTA president and chief executive officer.

Preserves the requirement that at least $1,000,000 from the tourism special fund be dedicated to managing, improving, and protecting Hawaii's natural environment and visitor areas.

Takes effect on July 1, 2020.
