Appropriates funds from general revenues for fiscal biennium 2015-2017 to cover Hawaii employer-union health benefits trust fund costs and other cost adjustments authorized under chapter 89C, HRS, for legislative officers and employees excluded from collective bargaining.

Allocates $809,167 for FY 2015-2016 and $1,659,139 for FY 2016-2017 across six legislative agencies: State Ethics Commission, Office of the Auditor, Office of the Legislative Reference Bureau, Office of the Ombudsman, Senate, and House of Representatives.

Requires heads of respective legislative agencies to allot funds for expenditure according to the appropriation amounts specified.

Provides that cost items for employees whose compensation is paid from federal, special, or other funds shall be paid wholly or proportionately from those respective funds.

Takes effect on July 1, 2015, with any unexpended or unencumbered funds lapsing at the end of each fiscal year.
