Establishes a four-year Kanoelehua Redevelopment Pilot Project within the Department of Land and Natural Resources to develop policies for managing public lands in the Kanoelehua industrial area.

Creates a nine-member planning committee consisting of the board chairperson, Hawaii County planning director, and seven public members with expertise in business, finance, real estate, or hospitality to prepare a redevelopment plan.

Authorizes the planning committee to recommend lease renewals, rental reductions or waivers for projects requiring substantial improvements, development agreements, and district-wide improvement programs for public facilities.

Requires the department to submit a progress report to the legislature by 2017 and a final report with recommendations by 2019, including analysis of whether similar projects should be expanded to other counties.

Appropriates unspecified general revenues for fiscal years 2015-2016 and 2016-2017 to cover staffing and operational costs, with the pilot project terminating on June 30, 2019.
