Amends Section 386-25 of Hawaii Revised Statutes to restrict vocational rehabilitation benefits for public employees who have already retired from their public employer.

Requires injured public employees eligible for their employer's return to work program to complete that program, including temporary light duty placement efforts, before accessing vocational rehabilitation benefits.

Applies only to public employees as defined in Section 76-11 of Hawaii Revised Statutes.

Effective date is July 1, 2015, and does not affect rights, duties, or proceedings that existed before that date.
