Authorizes hydroelectric facilities on agricultural lands as a permissible use if they generate not more than 500 kilowatts of electricity.

Requires hydroelectric facilities to be accessory to agricultural activities for agricultural use only and comply with Hawaii's state water code (chapter 174C).

Prohibits hydroelectric facilities from adversely impacting or impeding agricultural land use or the availability of surface or ground water for all uses on parcels served by the water sources or streams involved.

Amends Hawaii Revised Statutes sections 205-2 and 205-4.5 to include hydroelectric facilities in the list of permitted uses within agricultural districts.

Takes effect July 1, 2015, with amendments to section 205-4.5(a) exempted from repeal when that section is reenacted on June 30, 2019.
