Establishes the position of chief entrepreneurial advisor to the governor to foster a small-business-friendly climate and counter Hawaii's anti-business reputation.

Chief entrepreneurial advisor appointed by the governor without regard to civil service requirements, serves at the governor's pleasure with compensation of $1 per year.

Advisor shall meet regularly with small businesses, facilitate contacts between businesses and state agencies, encourage networking, and report to the governor on small business development.

Advisor may request and receive assistance from state agencies needed to carry out duties.

Advisor's opinions and services are considered facilitative in nature, with liability protection for any adverse consequences from advice given or activities conducted; effective July 1, 2015.
