Adds outdoor advertising violations under part IV of chapter 445 as a covered offense for criminal forfeiture purposes in Hawaii.

Allows seizure of vehicles and other property, including airplanes, used to violate Hawaii's statewide prohibition on certain outdoor advertising.

Targets illegal aerial advertising by enabling law enforcement to forfeit equipment used in such violations when current penalties are insufficient as deterrents.

Amends section 712A-4 of the Hawaii Revised Statutes to include outdoor advertising violations alongside other felony offenses subject to forfeiture.

Takes effect upon approval with no retroactive application to violations that occurred before the effective date.
