Adds definition of "petroleum" to Hawaii Revised Statutes Section 226-2 as crude oil or any fraction thereof liquid at standard temperature and pressure conditions.

Revises energy security objective from increasing the ratio of indigenous to imported energy to reducing and ultimately eliminating Hawaii's dependence on imported fuels for electrical generation and ground transportation.

Adds new energy objective prioritizing utility models that make the social and financial interests of Hawaii's utility customers a priority.

Establishes policy requiring liquefied natural gas be used only as a cost-effective transitional, limited-term replacement for petroleum in electricity generation without impeding development of other cost-effective renewable energy sources.

Includes new demand-side management policy for increasing energy efficiency and decreasing energy use in public infrastructure.
