Requires background checks including criminal history and sex offender registry, and prohibits drivers with certain violations including 3+ traffic infractions in 3 years, DUI conviction within 7 years, or sex offenses at any time.

Mandates zero tolerance drug and alcohol policy with immediate driver suspension upon complaint, requires electronic receipts with trip details, and prohibits street hails and cash payments (electronic payment only).

Prohibits discrimination based on destination, race, color, national origin, religion, sex, disability, age, sexual orientation, or gender identity, and requires accommodation for service animals and wheelchair-accessible vehicles where available.
