Amends Section 321-193.7, Hawaii Revised Statutes to add liability immunity provisions to the existing clean and sober homes registry law.

Grants immunity from liability to the Department of Health, its employees, agents, and volunteers for operating the clean and sober homes registry in good faith and in compliance with statutory requirements.

Does not modify existing registry requirements including establishment of standards for organizational, administrative, fiscal management, operation, recovery support, property, and good neighbor standards.

Maintains existing protections including certificate of registration requirements, public display of certificates, complaint procedures via toll-free number, confidentiality of resident information, and authority to revoke certificates.

Takes effect upon approval.
