Continues the procurement task force established by Senate Concurrent Resolution No. 92, S.D. 2 (2013) to study cost impacts of the procurement process on public works construction projects.

Task force shall examine and recommend statewide past performance standards and processes to promote economy, efficiency, effectiveness, and impartiality in state and county procurement.

Comptroller serves as chair and shall solicit representatives from 12 entities including state procurement office, University of Hawaii, Department of Education, county procurement departments, construction industry associations, and labor organizations.

Task force members serve without compensation but receive reimbursement for necessary expenses including travel.

Task force shall submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2016 regular session and ceases to exist on June 30, 2016.
