Designates the director of the Hawaii Center for Advanced Transportation Technologies as the state hydrogen implementation coordinator to promote hydrogen-based energy expansion across state agencies.

Establishes a hydrogen implementation working group convened by the coordinator and attached to the high technology development corporation, consisting of federal, state, and county agency representatives, industry stakeholders, and other appropriate persons.

Directs the working group to study and examine methods to promote hydrogen-based energy expansion in Hawaii and submit findings, recommendations, and proposed legislation to the legislature by November 30, 2015.

Exempts working group members from Hawaii Revised Statutes chapter 84 (ethics law) solely due to their participation on the group and authorizes reimbursement for necessary expenses including travel.

Terminates the working group on July 1, 2030, and takes effect on July 1, 2015.
