Creates a new chapter in Hawaii Revised Statutes establishing a homeless person's bill of rights to protect the rights, privacy, and property of homeless persons.

Guarantees homeless persons eight specific rights: freedom of movement in public spaces without harassment from law enforcement, equal employment opportunities, access to emergency medical care, voter registration and voting rights, personal information protection, reasonable privacy expectations for personal property, equal treatment by state and county agencies, and the right to accept or deny shelter or services.

Allows counties to post notices of the homeless person's bill of rights in locations designated for county notices.

Permits any person injured by a violation of these rights to bring a civil action for injunctive or declaratory relief, actual damages, and reasonable attorney's fees if successful.

Takes effect upon approval.
