Authorizes the Hawaii Department of Budget and Finance to issue special purpose revenue bonds to encourage EB-5 Immigrant Investment Program participation and create jobs in rural areas and targeted employment areas.

Permits bond issuance for four enterprise categories: manufacturing enterprises, processing enterprises, utilities providing electric energy/gas/telecommunications, and agricultural enterprises on important agricultural lands.

Bond authorization amounts are blank in the bill for each of the four enterprise categories (sections 2, 3, 4, and 5).

Authorizes the department to issue refunding bonds at any time through June 30, 2019, to refinance outstanding bonds issued under this Act.

Bond issuance authorization expires on June 30, 2019, and the Act takes effect July 1, 2015.
