Authorizes counties to establish and charge user fees to create and maintain stormwater management systems or infrastructure.

Adds this stormwater fee authority as a new power (subsection E) to Section 46-1.5 of Hawaii Revised Statutes, which lists general powers of counties.

Addresses climate change concerns, noting an 18 percent drop in precipitation over the past 30 years and the need to protect Hawaii's freshwater supplies.

Aims to encourage counties to capture and retain rainfall for potable water use before it becomes stormwater runoff that pollutes streams, wetlands, and near-shore ocean areas.

Takes effect upon approval.
