Extends county authority to establish a surcharge on state general excise and use taxes through December 31, 2027, requiring ordinances to be adopted between July 1, 2015, and July 1, 2016.

Allows counties that previously established a surcharge to extend it from January 1, 2023, through December 31, 2027, at the same rates with public hearing requirements.

Authorizes counties that have not yet established a surcharge to adopt one between July 1, 2015, and July 1, 2016, effective January 1, 2018, through December 31, 2027.

For counties with populations greater than 500,000, restricts surcharge revenue use to capital costs only (excluding road and highway maintenance for existing systems) and expands "capital costs" to include non-recurring personal services and overhead costs related to mass transit project construction.

Amends the definition of "public lands" to include air rights above state land where a county mass transit project is developed after July 11, 2005.
