Authorizes journalists and newscasters to cover the mitigation of hazardous situations and access areas closed by the governor or mayor during emergencies, under supervision of emergency management agency personnel.

Shields the State and counties from liability for injuries or damages to journalists covering hazardous situations, but makes chapter 137 (search and rescue costs) applicable if rescue operations become necessary.

Establishes journalist access protocols including designation of pool writers, photographers, and videographers when full access cannot be reasonably granted.

Requires the Hawaii Emergency Management Agency director to hire one coordinator and one contracting specialist to oversee and administer the mitigation of hazardous situations program.

Appropriates unspecified general revenue funds for both fiscal years 2015-2016 and 2016-2017 to establish the two new positions in the Department of Defense.
