Requires the Office of Youth Services to implement a positive youth development program beginning July 1, 2016, providing after-school and school break programs for middle and high school students in partnership with private organizations.

Authorizes funding for both preventative programs (mentoring, tutoring, family strengthening, cultural programming, vocational training, drop-in centers) and intervention programs (outreach, case management, anger management, group mediation, resiliency building).

Directs the Office of Youth Services to establish funding criteria, monitor program sites, ensure contractual compliance, and partner with the Department of Education, police departments, and other youth organizations to promote awareness.

Appropriates unspecified funds from general revenues for fiscal years 2015-2016 and 2016-2017 to establish and operate the positive youth development program through the Office of Youth Services.

Effective date of July 1, 2050 (appears to be a drafting error, as the program implementation date is July 1, 2016).
