Department of Human Services may contract with non-governmental victim service providers to operate a sex trafficking special treatment facility for minor victims without being subject to procurement chapters 42F, 102, 103D, or 103F.

Facility must obtain a current and valid special treatment facility license from the Department of Health and provide housing and therapeutic services including care, diagnosis, treatment, and rehabilitation to eligible minor sex trafficking victims.

Victim service provider determines eligibility for residence and whether participants remain eligible, in consultation with the Department and family court.

Compensation received by victim service providers for services to minor sex trafficking victims is exempt from state general excise tax under chapter 237, and county mayors may exempt facilities from real property taxes, water/sewer fees, and other county charges by executive order.

Appropriation of unspecified amount from general revenues for fiscal years 2015-2016 and 2016-2017 to the Department of Human Services to implement the Act.
