Clarifies and expands the 2009 complete streets law to ensure the State Department of Transportation and county transportation departments accommodate all roadway users including pedestrians, bicyclists, transit users, and motorists.

Requires annual legislative reports by December 31 detailing transportation projects initiated, complete streets features incorporated, exceptions granted, performance standards, and recommendations for improvement.

Mandates the Department of Transportation establish published performance standards with measurable benchmarks and create a complete streets checklist tool for all new construction, reconstruction, repaving, operations, and maintenance projects.

Requires preliminary complete streets checklists to be completed during the design phase with public access online within 30 days to allow community input before final project design.

Directs the Department of Transportation to provide training for staff on complete streets policies, principles, and implementation procedures.
