Appropriates $500,000 for fiscal year 2015-2016 and $500,000 for fiscal year 2016-2017 to the department of land and natural resources for costs related to acquiring real property in urban Honolulu for state office space.

Authorizes the governor's office, attorney general, department of land and natural resources, accounting and general services, and budget and finance to negotiate purchase of Ali'i Place, with any deal within two years requiring continuance of the building's existing property management firm.

Targets acquisition of leasehold interest in land identified as TMK (1) 2-1-017-008-0000 and the building thereon as an alternative to constructing the Liliha Civic Center at significantly lower cost.

Authorizes the department of accounting and general services to conduct due diligence on the transaction.

Requires the department of land and natural resources and department of accounting and general services to submit a joint progress report to the legislature no later than twenty days before the 2016 regular session convenes.
