Department of Agriculture shall establish a working group to study the feasibility of excluding agricultural water providers from the "public utility" definition under chapter 269, Hawaii Revised Statutes.

Working group membership includes representatives from the Office of Hawaiian Affairs, Hawaii Farm Bureau Federation, Hawaii Farmers Union United, three agricultural water users, and at least one private water operator.

Working group shall submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2016 regular session convenes.

Working group members serve without compensation but receive reimbursement for necessary expenses including travel.

Working group dissolves on June 30, 2016.
