Appropriates funds for fiscal years 2015-2016 and 2016-2017 to develop specifications, pricing, and an implementation plan for a web-based data system in the Department of Health's early intervention section serving approximately 3,500 children annually.

Appropriates funds for fiscal years 2015-2016 and 2016-2017 to establish one permanent coordinator position in the Children with Special Health Needs Branch to improve developmental, social-emotional, and behavioral outcomes for children from birth to age five.

Coordinator responsibilities include facilitating statewide coordination on early childhood development, providing training on evidence-based practices, identifying improvement areas through needs assessment, promoting early identification through developmental screening, and promoting health guidelines in child care settings.

Honors the legacy of Hawaii's child health pioneers including Dr. Setsu Furuno, Dr. Calvin Sia, Josie Woll, Ivalee Sinclair, Loretta Fuddy, and Ruth Ota who advanced family-centered care approaches.

Takes effect July 1, 2050.
