Increases the minimum monthly foster care maintenance basic board rate effective July 1, 2015, for payments to resource family homes, group homes, and child-caring institutions (specific amount left blank in bill text).

Increases the maximum monthly difficulty of care rate effective July 1, 2015, for the same foster care providers (specific amount left blank in bill text).

Appropriates unspecified general revenue funds for fiscal years 2015-2016 and 2016-2017 to implement the rate increases.

Requires Department of Human Services to report to the legislature no later than 20 days before the 2016 regular session on implementation status, costs, anticipated future costs, and number of foster children affected.

Takes effect July 1, 2015.
