Requires Land Use Commission to conduct additional review of permit plan applications for wind turbines generating more than 100 kilowatts of energy located within three-quarters of a mile of residential, school, hospital, or business property lines

Land Use Commission, in coordination with the energy resources coordinator, must consider potential community impacts and conformity with existing state and county land use policies during the special review

Exempts wind turbine permit plan applications approved before July 1, 2015 from the additional review requirements

Applies the same definition of "wind turbine" as found in existing statute section 201N-31

Takes effect on July 1, 2030
