H.B. 1385 - North Shore Beach Management Plan

• Directs the University of Hawaii Sea Grant College Program to develop a comprehensive beach management plan over two years for the North Shore of Oahu coastline stretching from Kawailoa to Waialeʻe ahupuaʻa.

• Requires substantial community input in plan development and consideration of innovative solutions for erosion of private property, recreational access, and traffic issues related to coastal recession.

• Plan must address long- and short-term climate change scenarios, temporary and emergency erosion management, beach and dune nourishment, shoreline public access, land use strategies, setbacks, rolling easements, and adaptation to coastal hazards.

• Appropriates unspecified funds from general state revenues for fiscal years 2015-2016 and 2016-2017 to the University of Hawaii for creating the beach management plan.

• Takes effect July 1, 2015.
