Establishes a three-tier system for massage practice: licensed massage therapists, certified massage therapists, and registered massage therapy assistants in place of the previous apprentice model.

Requires certified massage therapists to have a current massage therapist license, one year of practical experience, and an additional 300 classroom hours in anatomy, physiology, pathology, clinical reasoning, and professional development.

Requires massage therapy assistants to complete 300 hours of training in anatomy, safety, sanitation, and massage theory, work under supervision of a certified massage therapist with a maximum ratio of 5 assistants per therapist.

Expands the state massage therapy board from 5 to 7 members, requiring 5 members to be licensed massage therapists with at least 3 years experience (2 of which must be certified) and 2 public members.

Allows licensed massage therapists with at least three years of experience to apply for certification exam by June 30, 2016, and updates massage therapy definition to include "guided movement" and "soft tissue parts of the musculoskeletal system."
