Expands the definition of eligible renewable energy systems for net energy metering from specific technologies (solar, wind turbine, biomass, hydroelectric) to a broader category called "renewable energy generation and distribution device."

Allows any renewable energy technology approved by the Public Utilities Commission to qualify for net energy metering eligibility, not just the originally listed four types.

Replaces all references to "solar, wind turbine, biomass, or hydroelectric energy generating facility, or a hybrid system" with the new term "renewable energy generation and distribution device" throughout Hawaii Revised Statutes Section 269-101 and 269-111.

Maintains all existing requirements for eligible customer-generators, including that systems must be located on customer premises, operated in parallel with utility facilities, and intended to offset the customer's own electrical needs.

Takes effect on July 1, 2030.
