Requires the airports division of the department of transportation to conduct a feasibility study on water scalping technology (extracting and treating water from sewerage networks for reuse) at state airport facilities.

Feasibility study must analyze potential state benefits, compatibility with existing infrastructure, cost projections for upgrades and new construction, and private industry incentives for water scalping implementation.

Airports division must submit findings and recommendations to the legislature by twenty days prior to the 2016 regular session, including specific facilities for deployment, net benefit analysis, statewide cost estimates, and process design if practicable.

Appropriates $8,600,000 from the airport special fund for fiscal year 2015-2016 to conduct the feasibility study and develop process design, with preference given to available Federal Aviation Administration grant funds.

Requires the airports division to apply for Federal Aviation Administration grants to fund implementation of a water scalping pilot project; effective July 1, 2015.
