Authorizes public schools to distribute third-party promotional materials from nonprofit organizations exempt under section 501(c)(3) of the Internal Revenue Code and registered under Hawaii's charitable solicitation laws.

Requires promotional materials to meet at least one of three criteria: provide clear and specific benefit to students, closely align with the department's educational mission, or demonstrably advance the department's strategic plan.

Establishes school-level approval process where the principal reviews materials and recommends approval to the complex area superintendent, who must provide written approval.

Establishes department-level approval process for state-wide distribution requiring an assistant superintendent or office director to recommend approval to the superintendent, who must provide written approval.

Grants individual school principals discretion to determine whether to distribute approved materials and to select an appropriate distribution method.
