HI HB14

Requires all public secondary schools (excluding charter and multi-track schools) to implement a school year with 990 student hours beginning with the 2015-2016 school year.

Mandates that by the 2016-2018 school years, all public elementary and secondary schools maintain a 180-day school year that includes 1,080 total student hours.

Shifts the definition of "student hours" from statutory language to Board of Education discretion, requiring the board to consult with exclusive representatives of appropriate bargaining units when establishing the definition.

Requires the Department of Education to submit progress reports to the legislature prior to regular sessions in 2013, 2014, 2015, 2016, 2017, and 2018 on meeting these requirements.

Repeals the requirement that the department submit a plan by 2015 for implementing a 190-day school year with 1,140 student hours beginning in 2018-2019.
