Establishes a farmers market matching incentive program for beneficiaries of the federal Supplemental Nutrition Assistance Program (SNAP), to be developed and administered by the Department of Human Services in consultation with the Department of Agriculture.

Provides dollar-for-dollar matching funds up to $20 for SNAP beneficiaries who purchase produce at local farmers markets, with matched funds limited to farmers market purchases only.

Creates a special account within the Department of Human Services to receive legislative appropriations and public or private grants for the program, with funds used to administer the program and provide matching payments.

Appropriates unspecified general revenues for fiscal years 2015-2016 and 2016-2017 to develop and operate the farmers market matching incentive program.

Takes effect on July 1, 2015, with the Department of Human Services authorized to adopt administrative rules to implement the program.
