Establishes the "Effectiveness in Standardized Testing Act of 2015" to address excessive standardized testing in Hawaii public schools and restore integrity to testing practices.

Requires the Board of Education to ensure standardized tests are administered early in the school year, aligned with curriculum, and that results are returned to schools timely for use in informing instruction.

Mandates that educators use test data to differentiate instruction, that school leaders use data for system improvements, and that parents receive test scores with accompanying reports identifying student strengths and areas for improvement.

Requires comprehensive independent audits of standardized testing protocols at least once every four years, reviewing test preparation methods, fairness, bias, grade appropriateness, and administration accuracy, with findings reported to the governor and legislature.

Directs the Board of Education to conduct a one-year statewide survey beginning July 1, 2016 to measure the amount of time spent on test preparation and its impact on instruction quality, with results reported to the governor and legislature within six months of completion.
