Extends the Department of Education's permanent authority to supervise its own accounts and financial operations, removing previous sunset dates that would have restored state comptroller oversight.

Amends sections 40-1, 40-4, 40-6, and 40-58 of Hawaii Revised Statutes to eliminate temporary provisions requiring the Department of Education to revert to comptroller supervision by specific dates.

Aligns the Department of Education's accounting autonomy provisions with the University of Hawaii's authority, which remains subject to sunset on June 30, 2016.

Makes conforming amendments to Act 58 (2004) and Act 124 and Act 161 (2010) to ensure amendments made to fiscal oversight statutes are not repealed in future reenactments.

Takes effect on June 29, 2015, making the Department of Education's fiscal independence permanent rather than temporary.
