Adds new section to Chapter 354D, Hawaii Revised Statutes, prohibiting inmate services from directly or indirectly causing layoffs, reduction in force, job elimination, displacement, replacement, furloughs, or contracting out of exempt civil service positions or bargaining unit positions.

Amends Section 76-16(b), Hawaii Revised Statutes, to add language protecting positions filled by inmates, patients, and persons with disabilities from resulting in layoffs, reduction in force, job elimination, displacement, replacement, or furloughs of exempt positions.

Applies effective June 30, 2015, with amendments to Section 76-16(b) preserved when that section is repealed and reenacted on July 1, 2015, pursuant to Act 159, Session Laws of Hawaii 2012.
