Increases the annual interim revenue transferred to the Office of Hawaiian Affairs (OHA) from $15,100,000 to $18,000,000, beginning with fiscal year 2015-2016.

Increases the quarterly revenue requirement transferred to OHA from $3,775,000 to $4,500,000, with transfers due within 30 days of each fiscal quarter's close.

Requires departments of agriculture, accounting and general services, business, economic development and tourism, education, land and natural resources, and transportation to transfer their public land trust receipts to OHA to meet the quarterly and annual targets.

Mandates the Department of Land and Natural Resources provide an annual accounting (by January 1) of all public land trust receipts, including gross amounts, transfers to OHA, amounts retained by the state, and identifying information for each parcel.

Repeals Act 178, Session Laws of Hawaii 2006, and codifies its provisions into Hawaii Revised Statutes Section 10-13.3, effective July 1, 2015.
