Establishes the Hawaii Keiki: Healthy and Ready to Learn program to improve health services access and quality for schoolchildren by coordinating community partners and resources.

Program provides school-based health services including screening for treatable health conditions, referrals to primary care, communicable disease prevention, and emergency care for illness or injury.

Appropriates $1,000,000 for fiscal year 2015-2016 and $1,000,000 for fiscal year 2016-2017 from general revenues to the department of education for program expenses.

Requires the department of education to receive and expend at least $500,000 in non-state matching funds during fiscal year 2016-2017 to access the appropriation for that year.

Effective July 1, 2015.
