Increases the maximum number of qualifying patients a primary caregiver may care for from one to no more than three patients at any given time, reverting to one patient per caregiver once medical marijuana dispensaries are established.

Limits marijuana plant cultivation to no more than 14 plants at a single property (defined by a single tax map key number), regardless of the adequate supply amount otherwise authorized.

Requires primary caregivers to disclose upon registration to the Department of Health the number of qualifying patients they serve, including the patient's name, address, patient identification number, and other identifying information.

Requires primary caregivers to notify the Department of Health in writing of any changes to the number of qualifying patients they are responsible for.

Takes effect on July 1, 2050.
