Requires the Department of Human Services to adopt rules for maximum recovery of overpayments, including reduction of future public assistance grants, civil court proceedings, liens on real property, and claims against deceased recipients' estates.

Authorizes the Director of Human Services to establish procedures for waiving overpayment recovery in cases of bona fide hardship or when recovery costs would exceed the amount recovered.

Updates statutory language for clarity, including changing "promulgate" to "adopt" and making grammatical revisions throughout the section.
