Creates statewide eyewitness identification procedures requiring law enforcement to inform eyewitnesses that the suspect may or may not be in the identification procedure, that they should not feel compelled to make an identification, and that the investigation will continue regardless of identification results.

Requires law enforcement to use blind or blinded administrators when conducting photo lineups, live lineups, or showups, and prohibits suggestive procedures such as requiring distinctive clothing or displaying suspects in handcuffs.

Mandates photo lineups include at least five fillers and live lineups include at least four fillers in addition to the suspect.

Requires video recording of all identification procedures documenting the administrator's name and blind status, eyewitness confidence statements, names of all persons present, and lineup member information, with audio or written records as alternatives if video is impracticable.

Directs the Attorney General to establish uniform statewide eyewitness identification procedures and requires county police departments to provide training to officers and recruits on eyewitness identification practices, effective July 1, 2015.
