Appropriates $100,000 from general revenues for fiscal year 2015-2016 to the Legislative Reference Bureau to update its 2002 study on invasive species in Hawaii, with results due 20 days before the 2016 legislative session.

Forces the lapse of $1,200,000 in appropriations for the Hawaii Youth Correctional Facility for fiscal year 2014-2015 and re-appropriates $600,000 annually for fiscal years 2015-2016 and 2016-2017 to the juvenile justice reform initiative.

Forces the lapse of $992,650 in appropriations for the Department of Agriculture programs (detector dog program, queen bee program, animal disease control rent, and livestock pasture improvements) for fiscal year 2014-2015 and re-appropriates $2,000,000 for the agricultural loan revolving fund.

Repeals appropriations that will not be expended: $136,676 for state building code council (Act 164), $100,000 for voter registration at absentee polling places (Act 166), and $250,000 for public safety reentry pilot project (Act 149).

Reduces appropriations for fiscal year 2014-2015 by specified amounts: aging programs by $547,677 total, medicaid coverage for non-citizens by $7,000,000, tax system modernization by $2,400,000, and debt service payments by $30,000,000 combined across three accounts.
