Establishes a state program within the Department of Land and Natural Resources to co-manage the Hawaiian Islands humpback whale national marine sanctuary in coordination with the National Oceanic and Atmospheric Administration.

Creates a sanctuary co-manager position to represent the State in all management matters relating to the sanctuary, including programs, policies, and operations.

Authorizes the sanctuary program to issue permits, provide advice on sanctuary management and policy reviews, and solicit grants and donations for sanctuary management.

Establishes penalties for violations of sanctuary rules or permit conditions, ranging from $250 for a first offense to $1,000 for a third or subsequent offense, classified as petty misdemeanors.

Appropriates unspecified funds for fiscal years 2015-2016 and 2016-2017 to establish the sanctuary co-manager position and cover costs related to state co-management of the sanctuary; effective July 1, 2050.
