Establishes a Public-Private Partnership (P3) Authority Act allowing Hawaii to enter into P3 contracts for public services under existing procurement chapters (103, 103D, 107, 107D, 109, and 110).

Creates a P3 Committee comprising members appointed by the Senate President, House Speaker, and Governor, plus agency representatives, the Comptroller, Attorney General representative, and two P3 staff members, with the P3 Finance Director as chair.

Establishes a P3 Finance Director within the Department of Budget and Finance to evaluate financing compliance and a P3 Procurement Coordinator within the State Procurement Office to coordinate procurement logistics.

Requires P3 projects to undergo a public sector comparative study analyzing costs, alternatives, and cost-benefit analysis before the committee approves the partnership and issues requests for qualifications and proposals.

Authorizes partnership contracts up to 75 years in duration with terms including rates, fees, operational standards, maintenance responsibilities, financial reporting, and termination conditions; exempts state-owned projects from taxation and state proposer income from state and county taxes.
