Director of Finance shall issue special license plates commemorating Haleakala National Park and Hawaii Volcanoes National Park to Hawaii resident motor vehicle owners upon application and payment of required fees.

Special plate design must contain words or images indicating recognition of the national parks, maintain standard size and shape, and not obstruct visibility of required plate information.

Plates may jointly or separately recognize each national park, and must not infringe intellectual property rights, display obscene content, advertise products, promote religion, or violate civil rights laws.

Special plate fees shall include the county's cost of production and administration, plus a fundraising fee determined by the Director of Finance in consultation with park superintendents; additional renewal fees may also be charged.

Revenue from fundraising fees shall be deposited in a separate county budget account for the respective national parks or their nonprofit partners; plates may be revoked if fewer than 150 vehicles register within three years of initial issuance.
