Cedes concurrent legislative jurisdiction to the United States over lands and improvements owned or controlled by the U.S. Department of Justice for correctional purposes.

Cedes concurrent legislative jurisdiction to the United States over specific lands and improvements owned by the U.S. Department of the Navy for defense purposes, identified by specific tax map key numbers on the island of Oahu.

State of Hawaii retains concurrent legislative jurisdiction (both civil and criminal) with the United States over all specified lands.

Cession of jurisdiction takes effect only upon acceptance by the United States and ends for any lands that cease to be owned, leased, occupied, or controlled by the United States for the specified purposes.

Effective upon approval; does not affect rights, duties, penalties, or proceedings that began before the effective date.
