HB 1491 Summary

• Requires noncandidate committees making only independent expenditures to disclose contributions exceeding $10,000 in the aggregate from entities other than individuals, for-profit businesses, or labor unions in their organizational reports.

• Mandates disclosure of either the internet address of the contributing entity's public disclosure report, the names and details of funding sources providing $100 or more to that entity, or an acknowledgment that the entity is not subject to state or federal disclosure requirements.

• Extends similar enhanced disclosure requirements to noncandidate committee contribution reports and late contribution reports (threshold of $5,000 for late contributions).

• Applies retroactively only to violations or proceedings occurring on or after January 1, 2016.

• Effective date is January 1, 2016.
