Establishes a homeless care residence program under Hawaii Revised Statutes Chapter 346 to provide state financial assistance to households that temporarily house and care for homeless family or household members.

Requires providers of homeless care residences to register with the Department of Human Services and comply with minimum health, safety, fire, and sanitation requirements established by administrative rules by January 1, 2016.

Limits individual homeless persons to a maximum of 12 months of care participation under the program (consecutive or nonconsecutive) and caps total active program participation at 100 homeless care residences per month.

Requires Department of Human Services to conduct criminal history checks on providers under existing statutory procedures and conduct inspections at least semi-annually and upon complaints.

Exempts payments made by the State to homeless care residence providers from Hawaii general excise tax under Section 237-24.
