Requires all employers to maintain records of their physical address and North American Industry Classification System (NAICS) code, regardless of whether they contract with a professional employer organization (PEO).

Requires client companies to provide their physical address and NAICS code to any PEO they contract with and report any changes on a quarterly basis.

Requires PEOs to report to the Department of Labor and Industrial Relations the physical address, NAICS code, and number of covered employees for each client company within 21 business days of agreement initiation or termination.

Amends Section 371-11 of Hawaii Revised Statutes to clarify employer record-keeping requirements and grant the department access to these records for inspection and copying purposes.

Takes effect on January 7, 2059.
